Re:     Junior High Program, School Closure Proposal - Our Lady of Mount Carmel Elementary/Junior High School

Dear Parents and Guardians,   

At the November 24, 2021, regular Public Meeting of the Board, the Board of Trustees accepted a recommendation from ECSD Administration to commence the public participation process to gather information, ask questions, and share thoughts regarding the possible closure of Grade 7, 8, and 9 (the junior high program) at Our Lady of Mount Carmel as set out in Policy 14, School Closure. The Board passed the following recommendation:

  • That the Board of Trustees hereby provides notice that a motion regarding the closure of the Grade 7, 8 and 9 located at Our Lady of Mount Carmel Catholic Elementary/ Junior High School, Thursday, June 30, 2022, be considered at the Board of Trustee’s public meeting scheduled for Wednesday, February 23, 2022.

The Board of Trustees' Policy 14, School Closure, sets out the formal process that must be followed when the closure of three more consecutive grades in a school is being considered, prior to the Board making its decision on whether to close or relocate the junior high program. This includes providing notice to parents and students who are affected by the decision. The school closure proposal does not impact K-6 programming at OLMC.

Public Meeting

The Board of Trustees will hold a public meeting for parents, guardians, students, and other persons regarding the proposed closure and relocation of the junior high program. 

At the meeting, ECSD will share information, including the rationale, the plans for students, and timelines for decision making. The meeting will be held on:

 Information on how to participate in this meeting and facilitated discussions will be communicated no later than Wednesday, December 15, 2021.

 Questions and Written/Video Submissions

The Board of Trustees welcomes your input and invites you to provide comments at engagement@ecsd.net.

Please note all written and video submissions must be received by Monday, January 24, 2022, for the Board of Trustees to give due consideration to the submissions received prior to making a final decision on the proposed closure. In the December 15, 2021, communication, we will provide more information on how to submit written and video submissions.

Any questions regarding the Board of Trustees' consideration of the school closure proposal and relocation of the junior high program at Our Lady of Mount Carmel Elementary/Junior High School may be submitted in writing to engagement@ecsd.net

While it is not possible to respond individually to questions or inquiries prior to the public meeting, select questions will be answered at the public meeting.

Board Decision

The Board of Trustees will hold a regularly scheduled Public Board meeting to deliberate and decide whether to close and relocate Grade 7, 8, and 9 (junior high program) at Our Lady of Mount Carmel Elementary/Junior High School. The meeting will be held on:

In accordance with the public comment procedure outlined in Policy 7, Board Operations, members of the public may offer comments at this Board meeting.

Following the February 23, 2022, Public Board meeting, the Board of Trustees will communicate its final decision, and any other relevant information.

RE: Notice Regarding Our Lady of Mount Carmel Catholic Elementary/Junior High School

Dear Parents and Guardians, 

The Edmonton Catholic School Division would like to inform you that ECSD Administration will be presenting a recommendation to the Board of Trustees on Wednesday, November 24, 2021, to consider the commencement of the public participation process regarding the possible closure of the junior high program at Our Lady of Mount Carmel Catholic Elementary/Junior High School (OLMC) effective June 30, 2022. Should this occur, it is proposed that the junior high program will likely be relocated as follows:

  1. The Enhanced Academic Program, Hockey Academy, Soccer Academy, and Elite Athlete programs be relocated to Louis St. Laurent Catholic Junior/Senior High School.
  2. The Junior High Recreation Academy be relocated to St. Brendan Catholic Elementary/Junior High School.
  3. The regular program attendance boundaries be redefined as double designated to Louis St. Laurent Catholic Junior/Senior High School and St. Brendan Catholic Elementary/Junior High School.

 The Board of Trustees has not made a decision on whether to close the junior high at OLMC. The Public Board meeting will be live-streamed, and a link to view the meeting is available on the ECSD website.

 Why is a relocation of Grade 7, 8, and 9 (junior high program) being considered?

Through the initiative of Walking Together Towards a Glorious Future, the Edmonton Catholic School Division is committed to continuing to find effective and efficient ways to provide a learning environment that aligns with the Division Plan for Continuous Growth.

Since 2016 and despite the strong efforts made by the school, parents, and the Division, enrolment in the junior high program at OLMC has decreased by 48 per cent. With this proposed change, ECSD would enhance the effectiveness of the junior high program delivery and provide alternate school choices for a vibrant experience.

What about K-6?

The recommendation is for the junior high program only. The Division will continue to offer K-6 at OLMC with the added enhancement of a new Green STEM Program (Science, Technology, Engineering and Mathematics).

Next Steps: Public Meeting (November 24, 2021, at 3:00 pm)

To ensure the decision being made is in the best interest of all ECSD students, the Board may provide notice to consider the closure of the junior high program (Grade 7, 8, and 9) at Our Lady of Mount Carmel Catholic Elementary/Junior High School.

 Should the Board provide notice on November 24, 2021, that it will be moving to consider the closure of Grade 7, 8 and 9 (junior high program) at OLMC, stakeholders will be notified, and Administration will be directed to begin the public participation process.  You will also be alerted of the opportunities to gather information, ask questions, and share your thoughts regarding a possible closure. A final decision regarding closure would be made by the Board of Trustees at the Wednesday, February 23, 2022, Public Board meeting.
